Experience
Mr. Tarr’s industry experience includes working as a principal engineer in the structural evaluation section of CTLGroup in Skokie Illinois for the past 15 years.  Mr. Tarr opened a branch office for CTLGroup north of Boston, MA in 2005.  As a licensed PE in multiple states, his principal experience is in the area of problem-solving distressed concrete slabs on ground (interior and exterior) and flooring failures throughout the United States and internationally and he specializes in comparing the as-built to specified load carrying capability of concrete slabs and developing repair specifications to restore the serviceability to that designed.  Prior to joining CTL, he worked for Civil Consultants in South Berwick, Maine as a Surveyor responsible for setting the boundary markers for the New Hampshire section of the Appalachian Trail.  Tarr has served as an expert witness in the litigation and arbitration of concrete slabs on ground throughout the United States.

Activities
Mr. Tarr is a member of ACI 301 Specifications for Structural Concrete, ACI 302 Guide to Construction of Concrete Floors and Slabs, ACI 330 Parking Lots, and ACI 360 Design of Slabs on Ground. He is also an associate member of ACI 325 Pavements.  Scott participates actively in the International Concrete Repair Institute (ICRI) and is a member of committee 5.3 Coatings and Waterproofing.  Scott is a regular speaker at the World of Concrete on pavements, toppings and slabs on ground.  He has finished re-writing the book Concrete Floors on Ground for the Portland Cement Association.  Tarr has published more than 40 papers and presented more than 100 lectures.

Mr. Tarr is a member of the following organizations and honor societies:  American Society of Civil Engineers, American Concrete Institute, American Concrete Pavement Association, American Society for Testing and Materials and the International Concrete Repair Institute.

Education

B.S. in Civil Engineering from the University of New Hampshire and a Master of Science in Civil Engineering from the same institution specializing in pavements and constructed systems.
